Governance, Transparency and Accountability combines ideas from across the three themes above in order to propose reforms targeting USDA administration and procedures. More specifically, these proposals deal with the process by which citizens are elected or appointed to local or state boards, with a goal of fair representation of minorities and women; with access barriers to United States Department of Agriculture (USDA) data, aiming to increase transparency around who benefits from USDA policies; and finally, how programs are evaluated, with a goal of rigorous and timely analysis that can inform future program funding and implementation.
